Support to the Office

In the process of fulfillment of its mandate and establishment systematic cooperation between civil society and public administration, Office has gained support from two significant partner of Serbian Government, the European Union and United States of America

The Office for Cooperation with Civil Society of the Republic of Serbia is currently a beneficiary of financial resources of the European Union and the United States Agency for International Development through two projects that are intended to support its work in the field of an enabling environment for civil society in Serbia.

Project "Improving mechanism for financing of the civil society sector from public funds in the Republic of Serbia"

Since September 2016, the Office has been a beneficiary of technical assistance from the European Union within the project "Improving mechanism for financing of the civil society sector from public funds in the Republic of Serbia" in the total amount of EUR 200,000.

Through the support to the Office, as an institutional mechanism for cooperation between the Government of the Republic of Serbia and civil society, the project aims to contribute to the development of a strategic approach in approving budget funds and non-financial support for projects of public interest implemented by civil society organisations, ensuring the implementation of the process in a transparent and non-discriminatory way for all participants in the open calls. The main objective of the project is to create an enabling environment for the development of civil society through the improvement of legal and financial framework.

The specific objective of the project is to strengthen the mechanisms for the allocation of budgetary funds and non-financial support for the realization of projects of public interest implemented by civil society organizations, which will enable better strategic planning, as well as monitoring and evaluation of financially supported projects.

The main activities will be oriented towards improving existing and developing new regulations and guidelines for providing financial support to civil society organisations, as well as monitoring the implementation of approved programs and projects and evaluation of their effects based on best practices from the European Union. The project also includes support for the preparation of the Annual Summary Report on budget expenditures for the associations and other civil society organisations as support to programmatic and project activities from the budget of the Republic of Serbia in 2015 and 2016, and improving the methodology for collecting and processing data for reporting about support to civil society organisations. In addition, there will be a series of trainings for public administration bodies at national and local level, for those that grant financial support for projects of public interest implemented by civil society organisations.

The project had started on September 19th, 2016, and will last for 18 months. The project is implemented by AAM Management Information Consulting Ltd., which is a member of a consortium led by Altair Asesores S.L.


EU Support to the Office for Cooperation with Civil Society

Serbian civil society encompasses a broad range of organizations including trade unions, professional and business associations, advocacy and service delivery CSOs, professional and interest groups and the media. Recent EC reports highlight that CSOs are well developed and play an important role in the social, economic and political life of Serbia. However, cooperation between civil society organizations and state bodies needs to be improved.

Following the adoption of the Law on Associations in July 2009, which created a better legal framework for civil society organizations in the country, the Government of the Republic of Serbia decided to establish the Office for Cooperation with Civil Society. The Office, which was officially set in January 2011, has become the key link between state institutions and CSOs.

As a part of the IPA 2011-2013 support to the Government of Serbia, through its Civil Society Facility Programme, the EU launched a project titled “EU Support to the Office for Cooperation with Civil Society”. The project started in November 2012 and will last until November 2015. It is implemented by the Swedish Institute of Public Administration (SIPU International) with the consortium. The total value of the project is 1.198.750, 00 EUR

Civil Society Enabling Environment (CSEE) Project

Since February 2014, the Office has been the beneficiary of financial support by the United States Agency for International Development (USAID), through the Civil Society Enabling Environment (CSEE) Project.

Civil Society Enabling Environment (CSEE) Project

This support, in the amount of around 215,000$, is approved within the framework of the Assistance Agreement for better functioning the public administration, signed between the Government of the Republic of Serbia and the USA – acting through the USAID mission in Serbia. The duration of the project is 18 months.

The overall objective of USAID assistance to the Office is to strengthen the enabling environment for civil society in Serbia and align it with relevant European norms.Contributing to this objective are two sub-objectives:

  • Strengthening Serbia’s civil society enabling environment through a consultative process;
  • Enhancing the Government of Serbia’s capacity to effectively implement the National Strategy to Support Civil Society in Serbia.
